Issue-Based Journalism - Zambia
The objectives of this research project were to establish financial sustainability of issue-based journalism and assess the potential for advertising, to determine potential advertisers, to establish a governmental role in enabling environment for print media, and to stimulate debate about issue-based journalism. In Zambia, the lack of specialised journalism has always been because of a lack of advertising funds and economic validity.
Communication Strategies
Five questionnaires were administered to five target groups within the advertising, governmental and media fields. This is essentially an "applied" or "administrative" piece of research

Key Points
The study was set against a background of a poor economic environment and its accompanying low advertising returns for media. Issues were inconsistently and sporadically covered, devoid of clear reportorial definition of issues for generating public debate.
